It is the state our President is most familiar with. He obviously got the infrastructure into place before he felt comfortable enough to leave his office and get a firsthand view of the damage. I thought the guy who was on O'Reilly said they were basically pressing into service TX's long-standing plans for evacuation of Galveston for the next time it was hit.

Interesting point was just made by the anchor on Fox explaining the "delay" in getting resources to NO.
The hurricane wasn't a direct hit on NO. It hit East of NO in Miss. Because of this, the resources were initially sent there..to the hurricane's "ground zero".
The levees in NO held for thirty hours, then broke. When that happened, resources were remobilized for the move to NO.
