Well, I like your post except the part about burying the dead. Don't bury them in NO. Put them on trucks and get them out.

That's fine, too. Get the survivors out first, but the dead deserve a dignified burial. Plus the bodies are a health hazard. I'm really surprised no-one has tried to bury them, not even the NG.
