Found an interesting couplet of maps showing the racial distribution within the central part of the City of New Orleans, and income distribution:

This raises another aspect of the evacuation issue: if those who failed to evacuate did so because they were unable to, could not the city government have targeted those parts of the city which were disproportionately poor (who cares whether they are black, white, or purple with pink polka dots) where it might reasonably be assumed those who lacked the resources to remove themselves from the city would be clustered?
This strategy might have reduced the area the city needed to worry about, evacuation-wise, in the 24-48 hours before the storm hit. For all we know, between the now-imfamously unused school buses and the public transport buses all of those supposedly unable to evacuate themselves (and I have my doubts about that, see my earlier posts) could have been removed from the city in 4-5 round-trips.

The bottom line....they waited too long to order evac orders.
In Florida they start ordering evacuations days before and provide evacuation for those unable to provide it for themselves.
The local government did not have a plan. Has anybody seen any talk of an EOC in New Orleans being activated before the storm?

Yes they could of, and no they didn't.....The local and state governments failed miseralbly...as for the Feds....they could have reacted quicker, put more pressure to bear on the Governor to let them act....they didn't....
Who's more at fault...that's pretty obvious....is this something that could have been avoided....yes, but understand the costs involved in having to stage such relief efforts every time a hurricane threatens....
Emergency responses usually are reactionary in nature because the costs involved in staging such massive relief efforts....
This is an incredibly sad situation; however the Fed response is pretty much what it has always been, unfortunately it has been much slower in being felt due to the looting, floods, and the enormity of the crisis. The State and local municipalities completely dropped the football, being more organized may have saved 1000's....but the enormity of the crisis was way beyond what they could of handled in the first place....
However, to bring race into this incredibly ignorant and dangerous...the MSM and the race baiter's should be ashamed....but they're are not, they are all whores in one form another...
