They need to take the refugees to the closest non-affected areas first. Later, when the people need more permanent housing, they will be going all over the country.

Perhaps I've just missed them? Maybe they'll be shamed into pitching in.
I did see a couple & the man said he was ready to go to CA.
Then went on to reveal how unprepared they were for this 'big blow' (w/ days warning).
I've lived in CA there's NO warnings about the 'big shakes'.
