Seems they would have at least had emergency supplies and relocation areas more readily available.

The city should have had some pre-positioned in the various shelters. As for the federal supplies, they had to be far enough away to be safe from the storm. Too close and they would have been destroyed along with everything else.

Yes but my 6 year old son is smart enough to have a better plan in place than this State has had if I told him what would happen to the city in case of a MEDIUM to large hurricane.
