There could be people in NOLA who belong to a terrorist cell and are using this catastrophe to shoot at the rescue workers. It wouldn't surprise me one bit. Also, I'll bet there are many people who are mentally ill and don't have their meds or aren't taking them correctly. Who knows what they may be thinking. I doubt the shots are coming from your basic criminal type, jmo.

Could be - its a chemical industry center. But i think its a bunch of kids that are drunk or strung out.
