Almost every time Shep was on, there was either a police car or some other official vehicle driving by. Check the video. Why didn't they bring food and water?

It's my impression that first responders got those people to the ramp and the convention center, and figured they'd done their part, that indeed those people were ALREADY RESCUED and that city officials, i.e., the mayor, would have developed a plan to take it from their and finish the job. That never happened.
