FEMA is supposed to have plans to evacuate an entire american city, in which a native insurgency is taking place because of a collapse of the local authorities? in 4 days? are you serious?Just imagine that meeting, will you?
All the big head honchos, sitting around a big table with their legal pads and #2 pencils.
They go through their maps, they go through their assets, they good through their needs and wants, they go through their ideas for the plan.
Then they start their timeline.
Now, which one of them says, "Okay, how much time should we allow for the uprising, the rapes, the murders, the looting, and the mayhem?"
I mean, they WOULD have to factor that in, wouldn't they?

If you'll recall, there WAS a FEMA exercise last year that included looting and unrest by the inner-city population...
Media went nuts over it, and someone lost his job for "Racial Insensitivity"
I tried to find the article earlier, but I'll try NEXIS tomorrow...
Whoever that guy was is sure vindicated now...

A bunch of Internet liberals were complaining back in December or November last year that there was some conspiracy afoot that involved loading folks onto rail cars and trucking them into the midwest, dumping them there into makeshift camps. Supposedly this was part of the Bush 'Nazi' campaign.
At the same time as this report circulated, FEMA was working on a report about Hurricane Ivan that nearly missed New Orleans last year. I'm really wondering if those rumors reflected thoughts about this and if the liberals scared FEMA off of using such a plan in the event that New Orleans faced a credible threat in the future?
