I think what's happening is that as some people are bused off, more come in to take their place.

That's what I heard; that as the days passed and some other areas dried up, those people came to take the places of the ones who had been there in the beginning. I remember the reporter kept saying "They just keep appearing."

I would really like to know the population of New Orleans compared to all these folks that stayed behind.
