It's obvious what's happening - the Guard is setting up a cordon around the city to isolate the violence and chaos. That's why these people aren't being allowed to simply march out of the city. Presumably they are trying to secure the city on a sector-by-sector basis and are bringing relief into a particular sector only after it has been deemed secure. Absent the lawlessness and looting this kind of cordon & secure approach wouldn't have been needed and relief efforts would have been a lot faster.

true, but this convention center is one area where there is a high concentration of people that need to be evacuated. it would make sense to hold them there if they were being orderly evacuated, but holding that many people at one location without any outflow is a timebomb.
