I concur. The legislature holds all the power in the state, and they wrote off the Gov. when his poll numbers started going south.
What I CAN see is that Dem. leadership in Sacto is very angry and very afraid of the Governator. You can feel it in their offices. He's a nightmare that they are hoping will go away. They hate the fact that the moderate state voters are taking power back.

The governor proposes the budget.
The governor has VETO power.
The legislature does not hold ALL the power.
The governor has power, but has failed to use it effectively.
