Davis was put in a bind because he tried to borrow ($8 Billion) without voter approval.
Arnold got that approval with Prop 57/58 ($15 Billion).
This measure includes another voter approval (approx $10 Billion). The only way to prohibit it is to vote 'No' on Prop 76. He would then be faced with either raising taxes or cutting expenses. He seems to have made his preference clear in the quotes above. CUT does not seem to be an option for him.
