If you mean surviving emergencies, I've lived through hurricanes in Biloxi, volcanoes in Washington state, earthquakes in Athens Greece, typhoons in Taiwan, tornadoes in Oklahoma and Texas and crazy American hating muslims in more third world countries than you can pronounce. Not once did some bureaucrat save me.....
Apparently, neither did anyone else.
