When Bush issued his declarations on Saturday, it was still a Cat3. Cat 5 didn't happen until Sunday.

Not true. It was a Cat 4 and building to a Cat 5 on Saturday. On Sunday, it weakened slightly to a high Cat 4. Nagin knew by Saturday morning that this storm was bigger than what the lake could hold.
