I am sorry but I've seen with my own eyes what these people will do. They are not my neighbors. And will not be.
You must therefore mean that every evacuee is a rapist, murderer and / or thief. Surely you do not mean that?
If you could find a way to discern who the criminals are and who the regular folks are, would you still change sides on the street and leave the people to languish?
The only way to discern is to investigate.
