Yeah - it's called "projection;" putting your responsibility on someone else and then blaming them for not getting it done; happens every day in corporate America!

To be more precise, the mayor is attempting to deflect his culpability by ranting and raving against the fedgov. He must do so lest everyone suddenly realize how his utter failure and incompetence has lead the inhabitants of NO to where it presently finds itself.
