Another question is, why would anyone STAY if they had transportation! I guess looting has a strong attraction to a lot of the former city of New Orleans residents.
A few possible reasons I can come up with off the top of my head...
1.Lack of ability to imagine the future
2.Didn't believe it would hit or be as bad as it was
3.Was afraid their home/business would be looted
4.Waiting for opportunity to loot
5.Some combination of the above
I'm sure there are other reasons as well. It always pays to remember, not everyone thinks like you or I.
