Needs highlighting:
New Orleans dodged the knockout punch many feared from the hurricane, but the storm exposed what some say are significant flaws in the Big Easy's civil disaster plans.
Callers to talk radio complained about the late decision to open up the dome, but the mayor said he would do nothing different.
"We did the compassionate thing by opening the shelter," Nagin said. "We wanted to make sure we didn't have a repeat performance of what happened before. We didn't want to see people cooped up in the Superdome for days."
11 months to learn from their mistakes. Mayor Ray Nagin is proof positive that arrogance, incompetence, and stupidity are a dangerous and frequently fatal combination.

Jim, this should be frontpage but seems admin are removing.
The Mayor of the City of New Orleans demonstrated a failure to learn from mistakes almost a year ago. Perhaps more importantly, numerous paragraphs, including the statement "but the mayor said he would do nothing different" are thoroughly damning.
This article is bedrock material to what went wrong in NO this week. While Hurricane Katrina and subsequent flood were the proximate cause of devastation to New Orleans, Unfortunately, the death and mayhem were the outcome of failed community leadership. Please move to frontpage...
