They should have started loading those buses Saturday afternoon. They knew by then that Katrina was a Cat 5. The sick, disabled and elderly should have been the first on those buses as soon as the evacuation order was issued.

You've never been in a situation where Triage is necessary have you? You would in reality, load able bodied people first as quickly as possible, and loaded the sick and infirm as soon as you could. The idea is to save the maximum number of lives, and delaying the process for the any reason is not reasonable. Sorry, but thats the reality of the situation. Given that, a lot of people COULD have been saved if the local authorities had used these assets to at least move people to higher ground.
