They purposely did not get people on buses to get them out of town because they waited too long to do it and it would have created such gridlock on the roads that nobody would get out and tens of thousands would have been sitting ducks when the storm hit.
The mayor and the governor rolled the dice and gambled with the lives of the poorest of their citizens. They lost big time and instead being stand-up people and accepting the blame, they are deflecting it onto others.

No other cities were offering to take refugees then. They weren't expecting they would have had to. You're talking about tens of thousands of people. Would they just have ridden them around on these buses until they ran out of gas?
For the last time, it was no one's fault. Not Bush, not the mayor, the governor, or anyone else. All we are seeing is the ineptitude of government at every level and their failure to deal with a serious situation. Well I suppose you could blame the idiots that originally built the levees or maybe the ancestors of the current citizens for not moving decades ago. I know let's blame God for sending the hurricane.
