The federal bureaucracy tends to be sluggish and incompetent when facing situations that require rapid responses. It would have acted the same way in any city, unless the local leadership puts a rocket in the federal agency's tail.
FEMA reminds me of a cruise ship making a U-turn in the Biscayne Bay of Miami; the cruise ship is usually surrounding by multiple vessels turning very quickly, but the cruise ship moves at a snail's pace.
Let the Black Caucus blame the incompetent white Democrat Governor that they helped put in office. It's time the Black Caucus took responsibility for their own actions.
