I am with you, I simply don't understand why the police rely on cell phones for emergency communications -- but they do. The cell towers re the first to go down, if not the circuits jam solid and become unusable.

That's got to change. Cell phones don't even work with consistency under ideal conditions.

There's got to be a better way to communicate.
