NO, but common sense says you activate them to alert status and have them standing by. The National Guard has to get everyone called and into their base, they should have been told to stand by! This is New Orleans, they knew they could have major water problems, or at least they should have. I am the Mayor I err on the side of overreacting rather than not reacting.

I'm not arguing with you per se..I just think that sometimes shit happens..Let's assume that in the middle of last week, the mayor had ordered a mandatory evacuation...cost in millins..many wouldn't go..and you'd have looting and crime in the city..and then the storm does a 180, and misses the city...what would they be saying now..
