This Act shall take effect on October 1, 2005.
It's a poorly named bill. They cannot "control" the weather. The idea is that their may be ways to "Cloud seed" and cause cloud formation. Back in the 1970s we had a number of years of drought and they tried this crap. They dump ...silver iodine maybe, any way this stuff and it is suppose to cause clouds to form. Never had any success but like everything else, one the Govt. start something, it NEVER goes away.

AYE OR NAY, AND WHY?
You've read the "conspiracy theories" about weather modification, right? Chemtrails, HAARP, giant Tesla coils on ships in the oceans, Star Wars, etc. When you mention this stuff on blogs and lists the so-called "experts" come out and deny the existence of such activities and blow off the proponents as kooks. Apparently one of the kooks is Kay Bailey Hutchinson.
The following bill is being considered by the US Senate to create a Weather Modification Board. If enacted, and it likely will be, the board will be established to begin operations on October 1, 2005. That's this year. Read the bill and tell me if you want the government to have a Weather Modification Board. I certainly don't.

That was before they knew about the eye-wall regeneration cycle, once they found out about that,

These technologies have nothing to do with seeding clouds.
