There was no looting with the great blackout that crippled much of the east coast. I thought there was quite a lot in NYC.

Actually, there have been 3 extended blackouts in NYC that I can remember.

The biggie was in 1965, and there was no looting.

There was one in the 1980s, with terrible looting.

And there was one under Rudy, or immediately post-Rudy, with no looting.

It matters who's in charge.
