What comes to my mind is Lawton Childs (sp) former governor of Florida and hurricane Andrew. He took his own sweet time in calling in for Federal assistance and those people suffered dearly as a result.

Very similar indeed. I hope this ends the careers of Blanco and Nagin. (Prosecution would be preferable, but unlikely.)
