No... he was calling her on the fact that she was grandstanding -- talking about all they are "doing" to help, referring to getting together to pass a funding bill, as if it was some great wonderous feat. Well, what's Cooper doing? Standing around with a microphone, bitching and bellyaching and second-guessing.
They act as if evacuating an entire city, something that's never been done in modern history, ought to roll like it's been choreographed.
I predict they're going to try to become part of the story. They'd better be careful. New Orleans is under martial law, and the FEMA Director can kick their butts out of town.

FEMA director already had a run in with media earlier today. He l gave them all a lecture. He was criticizing their reporting. He said that it was irresponsible to be reporting rumor as fact. He was angry at media reporting no food or water being available at the Superdome. It is and always was readily available. He also said that when an "unruly" fellow is spotted every camera pounces on it. Directly next to the unruly fellow id 100's of well behave citizens following instructions and waiting patiently. The media ignores all the good. He called them all on their negative reporting and ignoring the amazing accomplishments that have occurred.
The media then started asking professional questions. After the news conference cut to Shep who started going off on people who haven't eaten for days at the Superdome.
