I know nothing about the railroad business but shouldn't they have moved these trains out of the way of the incoming hurricane?
Probably not. The weight of the cars helps hold the track in place as the water runs through the yard. The ballast may be washed out but the rail and ties are still there and new ballast can de dumped.
