It's not only PR. It's leadership. There's a vacuum there which is affecting morale. Someone, anyone needs to step up and rally the troops over there. Bush is the best person to do that. And he's getting engaged now which is good.
It is not leadership to arrange settings to stage bullhorn moments as you requested he do. That is pandering to staged PR and is beneath him and any conservative to suggest.
