"Loyalty" is nice. But I hope that isn't a priority over correcting incompetence.
Why do you figure incompetence when the disaster is greater than any that has occured before? How is that measured?
FEMA has not been "incompetent". there have been lapses in New Orleans for sure, but alot of that is because the local and state apparatus simply washed their hands of any logistical and security support in the first 48 hours.
