Yes. I am smart enough to know that a promise of assistance, by the government, is not worth much. Sure, they try, and they are moderately competent - in some case, extremely competent. But we aren't going to be as strong a society as we should or could be if we rely primarily on bureaucratically-organized protection and assistance.
