BINGO it is lack of LEADERSHIP from the State House to the mayor to the Chief of Police etc.... You plan , practice and drill before the disaster... This whole thing is a failure of State and Local government... The governor was overwhelmed and is apparently adrift.
That's been my almost endless refrain. A lot of horrible suffering did not have to happen. Disaster training is so common that I thought all cities did it.
