the other question I have is - suppose these people want to leave? supposed they just want to leave and live in Houston, go on welfare and public assistance and/or look for employment in Houston and get an apartment. how can they be stopped?

Texas may have residency requirements for welfare benefits. But as to the rest of your question, it's a free country. People can live and work anywhere they like.
