If you're facing a disruption of supply, you don't want to cut the price, even by removing taxes. It will simply promote more consumption and run through the supply more quickly.

If you're simply facing rising costs (and supply is not the question), asking people to conserve is odd-- the high price should be more effective at getting them to cut their consumption.

I'm not sure what problem Rendell is trying to solve.

He's trying to solve the political problem associated with looking like an incompetent waste of skin when major events are occurring that he is powerless to affect.

Just a guess...
