I think that some confusion arises because folks don't realize that there are two Jessica Lunsford Acts--the one which is a Florida law, and one which is a proposed, but pending, federal bill, which bear absolutely no resemblence to each other beyond their being both named for Jessica Lunsford and their both being measures designed to deal more effectively with convicted sexual predators/offenders (although with significantly different approaches and mandates).
Beyond that, it appears that there may be those who do not know the difference between Florida state legislators and U.S. legislators.
