How can such an ignorant man become a Chief of Police? I guess we no longer have standards in our culture or even the ability to understand culture.
He's clearly too stupid to understand that once you start down the road to anarchy (via looting) it's a short way to hell. How anyone could look at NO right now and not understand that is beyond me, however.

Now that the residents have gained full control of the big cities, and put in incompetent, corrupt leaders, they are rapidly turning into cesspools.
