Overseas the papers are all focused on the anarchy and looting rather than the tragedy.Actually, not here in Britain, where it's been quite the opposite. They probably aren't devoting as much time to the story here as at home, but it's still the top story and there are very much focusing on the disaster (and SKY News covered Bush's speech yesterday evening).
