Scientific fact.

The hydrostatic pressure now being exerted against the levees is immense. They will all fail before the city can be pumped dry. Even if it were possible to magically fix ALL levees RIGHT NOW, the 3 months it would take to pump the city dry would see little left worth salvaging.

No load now on the lake side.

The river side is under no heavy load as the river is at near normal levels.
