Maybe it's Shep freaking out that made me appreciate his efforts. Goodness knows, I've been freaking out, screaming at the TV actually, for somebody to get those children some water.
I understand the emotional ties, but completely losing cool and harassing officers trying to establish some order and relief really doesn't help the situation. It isn't as though they aren't helping, it's just this is a massive disaster and it takes time. A couple days without water won't kill anyone either.
