hard to say..... at 95 degrees outside, I woud not want to be in an attic or on a roof all day... but these folks have no choice. You have to wonder how many will be found in attics. My concern is this city is so big, how do you search every house in enough time to rescue even those barely alive? Especially with what they are calling 30 days to drain the water out.
Police rescue efforts have been discontinued so they can focus their attention on trying to get control of the thievin' mob.

Americans have become so accustomed to winging it, that is, proceeding without any advance planning, that it is no wonder that people would suicidally climb up into an attic without the means to cut through to the roof.
I feel bad for these people and their families, but it certainly demonstrates a certain lack of strategic planning on the part of the populace.
The only option is to break the city up into quadrants and go "roof to roof", banging on the attics to see if you get a response and marking the house as checked once done. But I don't think they have the people they need to do this - there's just too many houses.
