I don't see any problems in that pic. The water in the flooded tank farms is contained in the retention ponds that are designed to contain any product leak from the tanks. There's no sign whatsoever of leaks. ie.irridescent sheens. Agree, no integrety issue to be seen. Time will tell. These farms are not as impermeable as we might think and I can only guess that there will be ground water issues later, should ground water be a concern in a city below sea level.

That Chevron facility is in MS. Also in order for ground water problems to occur, the leak must be over dry land. This was all wet and the product floats.

Water was coming from underground in the French Quarter, under the bricks. The sharks are dying in the streets of NO, so it appears that a lot of the water is fresh water, not salt from the lakes.
How do you clean that much toxic waste? My brothers basement was flooded with city sewage. It took over a year for that clean up, i CAN'T IMAGING AN ENTIRE CITY, COUNTY, PARRISH to clean up, if they can drain the water.
An engineer on FOX said the pumps will have problems because of sand and stuff in the water.
