Shepard Smith is narrating the fire, and at the same time he's got his "Drama Queen" mode going...on and on about how nobody on the freeways has had any sustenance for three days -
Apparently he's not noticing that virtually everybody walking has a gallon jug of water in hand.
Shep needs to take a deep breath and maybe take a nap.

He clarified what he was talking about in a previous segment. There is another highway he has been on, not this one closer to the superdome, that has people without support.
