I'm beginning to think that President Bush should declare a state of insurrection to exist in the region and bring in the regular army on this and totally federalize the effort. FEMA can only do so much with the clueless, corrupt political apparatchik that has existed for decades in Lousiana and NO. Let Nagin and Blanco go crying to the press in the wake of such a decision: it's apparently all they are good for.
I still think the LA Gov has to ask the President to declare the Insurrection Act...anybody know for sure?
