"Now that all the perps are armed!" This tels me that relief efforts are being fired upon. You can't ask rescue crews to go into a combat situation when they are already dealing with a dangerous situation.
I think the should send in a couple of Puff the Magic Dragons and hose down anyone shooting at Rescue Crews and LEOs.

Puff is long gone but it's grandson AC-130 Spectre is based in Northern Fla and it's nephew, Little Bird is based at Fort Campbell KY. They would both do a great job! Looters of anything but food and water should be shot on sight.
As I watch the rescue efforts I can only say "God bless you Igor Sikorsky" - rest well sir, your machine has saved millions over the years.
