"This possibility has been predicted for over 50 years, and still, they are fumbling."

On another thread there's an article - written several years ago - that describes some of the history of efforts to improve the NO levee system. Apparently the idea of upgrading the levees has been tossed around and studied for decades, but state and federal authorites could never agree on an equitable funding arrangement for major upgrades, so much that was actually done was inadequate. There's a lot of blame to go around - perhaps some should go to the Bush admin for not being sufficiently proactive - - but NOBODY ELSE was proactive, either, including local Louisiana politicians.
