It's such an unimaginable situation. Is it because LA is filled with incompetent leaders? Or is it because the scope of the disaster is so huge?

Those are the ultimate questions, aren't they? It's probably some of both. But, living in NO, knowing the risk that city was at for something like this, they should have been prepared for the absolute worse case scenario, just by virtue of where the city is located. I keep hearing "no one could have predicted the magnitude". That's BS IMO. A category 5 has ALWAYS been possible. They seem to have been just riding on luck, rather than brains.

I fear this will be the problem when the next big earthquake hits the SF Bay Area - no planning, everyone knew it was a possibility, just "not on my watch or in my lifetime".
