Probably let out the people there on minor infractions. Parish Prison is a jail, mostly, not a real long-term institute like Angola is. They did the same in Gulfport so they could lock up looters.
Good point. I've seen so little of the coverage on tv I wasn't sure what this reporterette was really getting at.
