If they only have temporary lodging somewhere and the local government is not allowing them to return to the area, regardless of the condition of their home, then yes, if they need it, FEMA should provide. I have yet to hear of the insurance agencies coming in, but if you do have a wind damage as those in Mississippi most definitely did, and you are covered, some companies will give you a starter check to help with your temporary lodging issues. However, so many of the home in New Orleans seem to only have flood damage and I have no idea how those policies would work, and that is IF you were a home owner. Renters will have to seek aid from FEMA. FEMA also will give aid money, although it is limited, but only after validating the damage, something that will not be happening at this point in New Orleans.

If Extreme Home Makeover can build a huge house in 7 days, maybe FEMA could build a bunch of apartment buildings in a month or so to house refugees?
