Andrew was terrible, but it hit a region of homes that were much better constructed than lower MS/LA. The swath of damage was smaller as well, and the problem was wind... not surge. It's easier to protect yourself from wind than 30-40 feet of water mixed with wood.

Of this there is no doubt, relatively speaking, those homes in MS/LA are built out of toothpicks, but I am speaking more to the stories that get passed around during and immediately after a disaster.

Of course there are always confusing stories after a disaster. As far as hurricanes go, this 'silent' period is abnormaly long, especially considering current communication abilities.

Assuming this is like the other events simply because they were factored too high might end up leading many into a false sense of security.
