In a word: NO. Mexico should not be receiving US taxpayer money.

Darn it. I'll add to my comment. If anything, the USA should consider liberating Mexico before looking at problems in Syria or Iran. Mexico is more closely aligned with our economy and they do not deserve to avoid scrutiny.
